Andrew Khaukha Appointed Judiciary’s Technical Advisor
Mr. Andrew Khaukha

Andrew\r\nKhaukha, a Senior Legal Officer at the Uganda Law Reform Commission (ULRC), has\r\nbeen appointed Technical Advisor the Judiciary. He was appointed late December\r\n2015.

\r\n\r\n

According\r\nto the Chief Registrar (Courts of Judicature), His Worship, Gadenya Paul\r\nWolimbwa, Mr Khaukha was appointed on secondment by the ULRC to enhance\r\neffective delivery of justice in the country.

\r\n\r\n

"The\r\nnew officer of the Judiciary will support them in a number of initiatives that\r\nthe institution is undertaking for the efficient administration of justice,”\r\nsaid the Chief Registrar in his December 21, 2015 letter.

\r\n\r\n

"Mr\r\nKhaukha will support the establishment of the Sentencing Council to facilitate\r\nthe process and delivery of sentencing guidelines as well as supporting the\r\ncurrent Plea Bargaining Project with the mandate to ensure that all courts in\r\nUganda adopt it and develop Monitoring and Evaluation tools on the Sentencing Guidelines.”

The\r\nofficial will also act as an advisor to the Chief Justice, Deputy Chief\r\nJustice, Chief Registrar and Secretary to the Judiciary on the harmonization visioning\r\nand pathway to Judiciary transformation.

Mr\r\nKhaukha will be charged with preparing a process path for mainstreaming and\r\nground of reforms to all court structures and systems as well as carrying an\r\nimpact assessment for the reform. He is also responsible for carrying out an\r\nOrganizational Functional Analysis, developing draft proposals on the\r\nappropriate reforms, and projects to close gaps created due to inadequate\r\ngovernment of Uganda funding.

Mr\r\nKhaukha is the project manager of the Memorandum of Understanding between\r\nJustice Law and Order sector and Pepperdine University which seeks to promote\r\naccess to justice in Uganda.

\r\n\r\n

Since\r\n2010, Mr Khaukha has been instrumental in the development of guidelines that\r\nmade Uganda the first country in Africa with Sentencing Guidelines. He also\r\nplayed a pivotal role in development of guidelines and rolling out of Plea Bargaining,\r\ntaking evidence by the Video Link, as well as managing the mid-term review\r\nprocess of the Judiciary Strategic Investment Plan (JSIP) III.

Last\r\nyear, he was appointed lead coordinator on the Committee to review procedural\r\nlaws and secretary to Judiciary’s National Court Case Census.
